I am very familiar with the Whistler programming software. Never touched... whatever this is. Attempting to program a BCD996P2 and I am very lost to say the least. ANy suggestions?

What's tying you up? Are you using an app already or are you trying to program by hand? The latter is much much harder, even for the seasoned hobbyist. Sure Freescan includes "experimental" support for the 996p2 but we can consider it abandonware by this point since it hasn't seen an update in about a decade and doesn't support any of Uniden's product line released within the past decade. My recommendation goes to Proscan. You get a 30 day fully functional free trial that you can use to program what you need. After the fact $50.00 gets you two activations, regular app updates and top notch support from its author @ProScan right here on the forumsand I am very lost to say the least. ANy suggestions?

Ok I have played around with 5 different softwares, and I found one that seems even remotely to work. Now, I have it setup to do what I want it to. So far over the day, I've heard one transmission and it was my own. Am I missing something here?
YesI am guessing by your username you want to program ICORRS for Westmorland County correct?
Pick your poison, I can use any of them, but still not the point. I am also able to do Westmoreland East or West. Both are relatively close, East preferred I guess.No one can tell you this unless we know what software you are using (really, there are only 3 - ACT-XT, ProScan and Freescan - not 5) and what site(s) you wish to use. Just take your programming file, zip it up then attach it to a message. Someone here will be able to see it and see what is missing.
Have you read the Easier to Read manual and the FAQ, both of which have lots of help and descriptions?. In fact, at the bottom of the following, there are videos from numerous places on programming, and some are specific to the P2 series.

These scanners are not plug and play like the old banked scanners. Lots of new concepts and terms and how they interact with one another
