I recently received a Uniden BCD996P2 as a gift and excited to begin listening to my local channels however I am having a very difficult time understanding and programming my scanner. Our local law enforcement uses a talk group code or frequency ( five digit numbers) through my county and our FD uses a normal frequency in which I was able to manually program with ease. I just can’t find a way to program that five digit code or figure out how to add a talk group? Any help would be greatly appreciated.

Those are talkgroups on
WiPSN, Wisconsin's statewide trunked system.
You would need to program the frequencies on the Waukesha County
Simulcast site.

Note that since those talkgroups use a Simulcast site, that can present problems when trying to monitor with your 996P2. See the
Simulcast article in the Wiki for more details. Simulcast issues are extremely related to your location. If you are within a short distance from one of the towers, like a quarter mile, the string signal from that location may drown out signals from other sites that can create problems. If your are not near one, the signals from the various towers arrive at your scanner at slightly different times, not in sync. While the time difference between individual towers is very small, they can still be enough to impact, and sometimes prevent, your reception of the system.
Your fire department uses conventional frequencies, not the trunked system, so you would not have trouble receiving fire.The PD talkgroup is part of
Broadcastify's Calls and can be monitored through that.
