Adio comes in garbled........Any Ideas???

Could be encrypted Talk groups your scanner is picking up.

There are a few agencies that are confirmed encrypted on that system. More departments should be migrating to it as budgets allow. I hope they don't all go the encrypted route.

It should mute and say ENC on the display. Do you have a good signal? Too weak, or too strong with bad multipath causes problems. Also try fooling with the P25 decode settings, sometimes changing that will help a bunch.

That sounds like the Virginia state STARS system. Pure P25. Go to the VA forum and search out all of the old STARS threads, there was a lot of good info.
