BCT15X VHF Low Muffled

Hello,
Been reading post here awhile and finally joined recently. This is my first post.
Just want to pick your brains; I'm located in Ulster County, NY. Still run mostly analog for public service at the time being. I recently got a BCT15X to run while my SDS200 goes in for repair. I used FreeScan to program the BCT15X. The VHF high is coming in pretty good programmed to NFM at 12.5 step.
However the VHF low, specifically 46.46, comes in muffled. Sounds like everyone covers there mouth when speaking. I have it programmed to FM (believe the FCC narrowband mandate didn't pertain to VHF low band and the system runs as it has for decades). I have the step set to 20khz. Correct PL of 114.8 also programmed. Im using a tuned low band antenna (base loaded mobile with a ground plane NMO kit with Low band correct length radials). So Im wondering what settings need to be tweaked. Any help would be appreciated. Thanks in advance.
