Beacon on 16810 lsb

HI guys,
I live on the east coast of New Jersey and I have monitored a Beacon type of signal, I couldnt decode with DM 780 because the signal was below the noise floor but I did manage to write out the CW: its call sign is RLO
I hear these beacons every now and again on the HF bands but I was wondering if you guys could tell me what type of beacon it is? Maybe navigation marker? Its CW followed by 4 digital sounding bursts. I know you guys have heard these plenty of times. Would anyone be able to tell me what it is used for or what type of transmission it is? I checked all over internet and didnt find anything. Thanks guys. If anyone has trouble hearing it from their location I can probably record it. Thanks again.

I googled it and what I got is a Japanese HF "wireless telegraph" marine station for "non-fishing" vessels. Maybe that isn' it but it sounds pretty close to itHere is that link FWIW

If the 'R' was mis-copied for a 'W' then it makes sense - WLO is part of a global maritime network; this station is/was? based in the Mobile Alabama area. The data bursts you heard would be a SITOR idle marker - essentially signalling to others in the area that 'this station is available for traffic'
