Belmont County P25 System

See my location is I'm on 250 about half mile from the 250 and middle grave creek intercetion and the stuff I'm getting on the marcs frequency is the osp post 7 out of st.clairsville and just the other day I was getting stuff out of Harrison County and Monroe County it sounded like odot district 11 but the Monroe County one I was picking up ems but with the Moundsville tower and the alledonia tower so close to me could that be why Nothing is coming across for Belmont county and some oof the other ones I can pick up voices talking but it's all mumbled and not very clear so it's hard to make out what there saying

Yes I have a whistler 1065 scanner and I'm having issues with my local area also I'm trying to monitor a project 25 system that is simulcast it's Belmont County Ohio cause my friend told me to hit tune then 853.700 which is the control channel for this system then hit enter and he said it would bring up my percentage and it's 0 but what we can't figure out is why this scanner can't get this system when I have a Belmont county Ohio tower close to me and I live up on a hill that is over 1300 feet in elevation so I should pick up something but for some reason I can't get it so does anyone have any ideas of what could be wrong
