There are a couple of common frequencies in Bergen County that I listen to that have varying PL's used by different agencies. I have a PRO-96 programmed with two of the frequencies in CSQ with the squlech turned up. Should I be hearing all of the agencies transmitting on those frequencies or just the ones operating in CSQ? I'm not getting any traffic.....

Theoretically, yes... however that will all be dependent on proximity and output, etc. I'm assuming 154.16 and 158.94 are the two being towns in the NORCON area decided they were going to get away from 123.0 for some ungodly reason. Most towns on either frequency, however, will switch to another response/ops/fireground post-dispatch.

If you program a frequency with a specific PL/DPL, you will hear only units with that PL programmed. CSQ is, once you set your squelch to cut out the background "white" noise, you will hear everything no matter what PL/DPL is being used.

Think of CTCSS ("PL") or CDCSS ("DPL") as a filter. When you set it up, you should only hear transmissions that are transmitting it. When you set up CSQ, it's like leaving the door open. You should hear anything that's there, including possibly interference.

If you're not hearing anything in CSQ when you used to with CTCSS or CDCSS programmed, double check your frequency to make sure you didn't mistakenly change it, or look to see if the system changed frequencies coincidentally. Basically changing from CTCSS/CDCSS to CSQ only removes the filter.
