As of right now indoorTHere are many options. Indoor, outdoor, what are you mostly interested in scanning?
OkayWhat Dave is getting at, is that if you're only looking to scan a certain service type, or system, you can buy omni (or directional) antennas for that specific frequency range. If you're looking at just an overall better performing all band scanner antenna, then there are options for that as well (like discones).

You be better off using this and placing it on a window seal you’ll get better results

I listen to Berks County, PA Fire & EMS They use a digital system Phase 2 700Mhz & 800MHzWhat’s your geographic area, or what departments? Fire and EMS could be using a variety of different frequencies - it all depends on what systems they are using.

I do live in berks county and i will try that outUse the stock antenna, shortened as much as possible. Since the system is simulcast, you only want to receive the closest transmit site. - thus you do not need a gain antenna that *might* make your reception quality worse (assuming you live in Berks County.)
