So I spent most of the day all over Blair county and I didn't hear any activity on any of the PD zones (FD and EMS were busy though) except for Metro PD Dispatch (Which is supposedly P25e but I didn't hear any encrypted traffic all day.) and a little from UPMC. Is this normal for the county? I'm not from that part of the state so I'd like some input from those that are more local to the area that listen more frequently.

Metro PD (Altoona PD) has selectable encryption. Not all Metro PD traffic is encrypted. A majority of the time its in the clear. All the other PD is usually pretty active during the day. There are some areas that don't have the best coverage when using a scanner. Other than that you should have been hearing some traffic other than FD and EMS.

Most of my time was spent in the immediate area of Altoona so that could have also been part of my problem, I was also using my HT (NX5300) so it was probably just a reception issue then.

Last time I was in Altoona I heard *zero* traffic on the radio. Made me concerned that the NAC's in the DB were correct.
