If you want to listen to your scanner that does not have bluetooth, on a car stereo that does, you need a bluetooth transmitter,

you would have to pair it with the receiver/bar radio.
you will probably have to read the radio manual.

When you plug anything into a headphone jack, it will route the audio to what’s plugged in, and will disrupt the audio going to the speaker. So in other words, that is normal.

I am sure some directions came with the C28 which is a transmitter and a receiver. Make sure the c28 is set up as transmitter and not receiver. Then put it into discovery mode and have your stereo search and pair with it.

Discovery mode is a state within Bluetooth technology integrated devices that enables Bluetooth devices to search, connect and transfer data with each other. Discoverable mode is used to propagate the availability of a Bluetooth device and to establish a connection with another device.

So another words your C 28 needs to put out a signal and say hey I’m here, you can connect to me. Your stereo will see the open connection and connect.

It shows on your phone because most phones automatically go into search mode when you go into the Bluetooth settings. You need to consult with the manual for the stereo in your car as that would explain in detail how to get your car stereo to search for Bluetooth device.

.
Do you know for certain that your car stereo has Bluetooth capabilities built in... if not, do you have a Bluetooth receiver connected to it?

Have you successfully used any other Bluetooth device through your car stereo?

I think you can get to bluetooth by pressing the Audio tab, and or setup, then bluetooth.
