Always begin searching at 162 and go thru 174 Mhz
There is life below the NWS Channels and not everyone has migrated to NTIA compliance.

for the OP - are these BP [Green] vehicles of the CBP/ICE/FPS [Blue/White] vehicles.

Likely either FPS [UHF] or CBP [VHF]

BP were Green

FPS/ICE/CBP were white
