I'm sure CAL OS will be up and working the next few days if they start to cut power across the state. I just programmed it in, will just listen to it in the background

Cal OES has next to no activity in Santa Barbara County. They do have a repeater on La Cumbre Peak. I haven't heard any activity on it for years, decades even. It used to be tested every Saturday morning between Santa Barbara City Fire and LA County Fire. Not any more. No use during major fires here. I think they are backups for much more advanced satellite systems. With only two frequencies statewide it has very limited capability and bandwidth.

I do hear some sort of LE on it and also some encrypted in socal
