Calgary Digital Radio - C14 South oddity on Site 004 (Fish Creek)

I noticed for a few days now that C14 is constantly shown as active when one monitors the CC on this site and when I tune to that ID in my list it shows it as being assigned to 851.0125 but when there is someone on the channel this does not seem to have any impact on normal comms or trunking just was wondering what that might be about .

I've noticed the same thing the last few nights when turning on my 106.
Had to lock out C14 to get my favourites to scan properly.

I am certainly far from an expert on this. But I will throw about the numerous testing of MIKE phones especially by Fire, EMS and CPS. Any link between this frequency and cellphone use?
