Can someone tell me about Cambria Counties public safety system?

UHF? 800? VHF?

Digital? Trunked? Part of Open Sky?

I can't seem to find much, other than they have a new countywide system.

Nothing there about digital, etc.

I find press releases about their "next generation" wireless system, with all those
UHF channels its a wonder its not trunked.

I did check there first.

Cambria County UHF Info

The Cambria County radio system is UHF analogue. The countywide fire (453.225) and EMS (453.550) dispatch frequencies are a fourteen site simulcast system. Police dispatch frequencies and operation channels are localized.

If you need anything else just ask.

The FCC listing has a bunch of frequencies for Cambria in the VHF range. Are these the old 911 frequencies? Are they still in use?

Here is what I have:

Also, does anybody have any idea of what agencies use these three?

Regarding the new Cambria radio system, does anyone know which operations frequencies are transmitted from which tower? They seem to use specific channels depending on where an incident may be occuring.

All of the above listed VHF frequencies have been defunct for a number of years.

453.525 is a PEMA frequency. The other two I'm not familiar with.

Fireground operations are run through a repeater (everything is analog). There are some known RF dead spots that the Engineers are actively working on. An additional tower is proposed for the area in question, but there is a funding issue that is being addressed as we speak.

In this incident the system preformed as designed. The problem is that units on scene should have utilized talk around and implemented ICS which I did not hear. I can not say if the radios are programmed for talk around or not, if the feature was forgotten in the heat of the moment or if it's not understood (lack of training).

I'm not referring to comm between the command post and the dispatch center. You're telling me they are running these on-scene fireground portable-to-portable communications through a repeater system? If so, that is a huge no-no. Many experts and agencies have warned against using anything except analog simplex for fireground comm, including NFPA and NIOSH.

I really hope I'm misunderstanding your post, or you misunderstood my question.

I hate to say it, but you are correct on all of the above. This was brought up when the system was concieved and fell on deaf ears. There is nothing more I can say about it. ( I did understand your post )

Well, at least someone had enough brains to mention it was a horrible idea to run fireground over repeaters. Damn shame it fell on deaf ears. I guess another poor bastard will have to get seriously injured or die in the line of duty because his MAYDAY call from the basement of a burning building couldn't reach 20 feet outside to get help. Real nice knowing these guys put a system in place that has known dead spots and shortcomings. The system didn't work, it failed. It failed the day they allowed it to be put in service knowing that no countywide system in existence can ever achieve 100% saturation, much less for low power portables trying to hit a repeater a mile or more away from inside a structure. Telling firefighters that they have to "go to the talkaround channel" is ridiculous, and whoever says or suggests that has clearly never fought a fire. I'd love to see them try flipping a small switch or pushing a tiny button with bulky firefighting gloves on, with the radio inside a pocket or under a turnout coat, while completely blinded by darkness and smoke, with fire licking at their rear and crap falling down all around them, etc etc etc.

This is exactly the sort of tragic thing that happens when you get pencil pushing desk jockeys designing and approving radio systems. They become so drunk on their own Kool-Aid "amazing technology" that they ignorantly and arrogantly dismiss many of the shortcomings of these systems. To them, a 99% coverage saturation is a successful system. To the schmuck burning alive in the basement of that structure fire, that 1% is all that matters to him.

I agree with the Chief...the system failed.

Thanks Dan. It seems that St. Boniface might have been moved to North 3, and that there may be an operations channel on the Chickaree tower, unless it's just a receive site. Any clarification is appreciated!!

There has been some discussion about moving South 5 from Richland to New Germany. No official word on this yet.

Agreed. That's why it would make more sense to have it established in protocol that they go to a simplex operations channel prior to arriving on scene. Let command relay everything back to Cambria. Of course, the argument (at least where I'm from) is "well, then the fireground traffic isn't recorded". Around here, fireground traffic has been run through the city-countywide trunked system for years. When the system was upgraded from an analog SmartNet simulcast to P25 Simulcast, the fire departments started raising a fuss about using digital voice for firegrounds. This has been studied extensively by the NFPA and others, and is a separate topic beyond the scope of this post, however the simple solution would be to set up options for analog simplex channels for fireground operations. Of course, that "wouldn't work" because the traffic "couldn't" be recorded. Not true, it could be done in the incident commander's vehicle using a system similar to an in-car police video recorder, only for audio. Of course there doesn't seem to be such a thing (at least that I'm aware of) on the market. Long story short, there are no analog simplex firegrounds, and the fireground traffic all goes through the entire P25 Simulcast system just so one firefighter can talk to the guy a hundred feet away, and you guys think you have it rough with analog conventional repeaters! From a radio geek's standpoint, it is really stupid to go through a repeater when you're trying to talk to the guy right next to you, but in the commercial and public safety world, it happens all the time.

Its darn near impossible to implement a one hundred percent coverage system. That's why the users should be educated that there are other options for communication that don't rely on the infrastructure of the system. As stated above, it seems to me it would be prudent to establish simplex (direct radio-to-radio) firegrounds as a protocol and a standard procedure, rather than as the exception to the rule.

No, the lack of knowledge is the real failure, not the system. It isn't really that much of a system anyway. Wow, a bunch of conventional analog repeaters, some of which simulcast. I wonder what that chief would think of a statewide mixed mode Motorola SmartZone Omnilink with a few simulcast cells thrown in here and there and the whole thing relying on leased line communications for it all to work properly? You guys don't know how easy you still have it!
Um We Didnt Have These Problems With Lowband Or Vhf.
You didn't have repeaters with low band or VHF either. As somebody once so eloquently said on this whole deal, "Welcome to the 1980s."
