Nothing else is required to use a marine antenna on land vs a fiberglass vessel. They work equally well on land.

Many Marinas with land VHF Coast Licenses just use a marine antenna mounted on a building.

So, that's a J pole, and it does not require a ground plane. That is common for antennas designed for marine use where they get installed on top of a mast, or over a fiberglass hull.

The metal mast should have little to no impact on the performance of the antenna. Likely the coaxial cable hanging down would play more into the performance of the antenna.

My concern would be having a 1/4 wave length of steel mast up against the side of the antenna. That could couple with the radiating element and create some issues. As long as the mast isn't up against the outside of the whip, you should be just fine.
