Can I Safely Test Transceiver and PS without Antenna?

I picked up an IC-720A transceiver with mic, IC-SP3 external speaker and IC-PS15 at a recent estate sale. I'm not a ham operator and I don't have a SW antenna. I'd like see if this equipment will at least power up.

I remember hearing ham equipment can be damaged if it's operated without an antenna or dummy load, but I don't know if that only applies if transmitting.

Is it safe to power it up as long as I don't transmit?

As long as nothing causes the radio to transmit, yes, a simple power up should be fine.
