Just saw this while spending the evening in Ardmore. Lots of big storms roll thru Carter county...
Is this trained civilians issued radios when need be? Properly trained hams with access to this frequency in addition to their local SKYWARN function? Just wondering...

Typically, "storm spotters" refers to those who have completed basic and/or Skywarn training. Generally speaking, these spotters have direct communication with the NWS.

These are HAM radio operators most of the time. Some of these spotter groups even use DMR. Many counties have "Ham" in the RR DB. You should be able to see some of the Skywarn or Spotter systems/frequencies. Storm Chasers may have their own frequencies, depending on the location. You can also search on Google for Skywarn frequencies in your area.

This is likely a channel used by fire and other emergency management approved personnel for storm reports.

Here in Missouri several counties have licenses for emergency management that is used specifically by fire departments for storm spotting.

Where I used to live the county emergency management agency had volunteer Skywarn spotters that used county issued radios on a county repeater. Some of them were also hams.

In parts of rural NE and IA I’ve heard storm spotting done on CB channels! Never did hear a net control talking to NWS... maybe they were relaying by phone.
I’ve been an active member of SKYWARN for years and a ham for decades! I don’t remember a designated PS freq for spotter reports...first time for everything!!!
