That seems to have a striking resemblance to a NewBedford cruiser, or atleast an old one. no?

You missed the part that the photo came up on an internet search. I've found others, but I have other unretouched photo's from the 2000's.

As a question, why not hook up with a ham or REACT group at the time that was already established that do these type of events? Why reinvent the wheel?

No... I didn't miss that part. Just because it's possible and available doesn't mean it's not incredibly dumb or obsolete. Putting your own negative twist on the intent of all participants when what is really going on is your not liking the later activities of the organization is the adult version of name-calling in a schoolyard at recess... and in this case I use the term "adult" extremely loosely. Painting with that broad a brush is akin to someone saying that all Police Officers are lazy jerks who equally spend their time eating donuts, drinking coffee at the local D&D and harassing people on their way to work simply because they had one or two bad run-ins with an officer who may have just been having a bad day. When that generalization is made of officers it's an outrage, but when the generalization is made of these young group members it's hillarious... right? Seeing the disparity yet? Stop making your generalizations and acting like a bully or "troll" and I'll have no problem taking you seriously. Until then, I will paint with a broad brush too... and I'll just view you as an individual looking for attention by making noise.... much like the "whackers" and wannabes you seem to so despise.

Many of the people involved in that organization at its inception were ham radio operators who were also very actively involved in ARES. This was just another avenue to help out their communities. Though they parted ways with the CMPSA organization long before any controversy came about, many of them are STILL very actively involved in ham radio and ARES/RACES/EMA.
