We used to that with photo reconnaissance satellites also. When we used film in satallites...I remember watching some military show a long while ago that showed a way to pickup downed pilots by having a pilot inflate a balloon with helium and use a cable attached to a harness on them to raise the balloon up and using a aircraft with a “V” shaped attachment on the front that would fly over and snag the pilot and lift them in the air. You could probably use a similarly equipped aircraft to do the same with the balloon.

Actually, at least one of those balloons caused an explosion resulting in six deaths: In 1945, a Japanese Balloon Bomb Killed Six Americans, Five of Them Children, in OregonA little history, near the end of WW2, the Japanese launched bomb laden balloons over the pacific. When over USA, they would radio signal the balloon to drop its bomb payload. Our guys shot down many over Oregon and Washington but one got through all the way to Wisconsin. It never dropped its pay load and ran out of gas (helium/hydrogen) and fell to the earth.
They're possibly counting the number of nudist colonies we have hihi.
