Last I heard, will be MotoTRBO; so won't be able to monitor.

Can you monitor MotoTRBO using a digital capable scanner? Any idea what the implementation time would be? Why would they not use an 800mhz system so they could talk to Greene County, if need be?

As Jayres said, MotoTRBO cannot be monitored on any digital scanner out of the box - but with software, it is possible - see the link below...

800 Mhz would require more sites in the county, to get the kind of coverage that they need. VHF (150 mhz) is much better for this.
