Yesterday we had class on the new $7,000 radio and they say we will be migrating over on 8/28/12 with a final completion date around December. I must say the new digital voice with background noise cancellation sounds awesome.

If I understood him right, once the integration is complete around december it will not be.

Nope, it has been there for quite a while now and in fact is in current use by a few agencies and several more are coming on line. Houston Fire is doing extensive training (quite boring listening BTW) and the HFD dispatch started yesterday on the dispatch channel.
Houston Public Works Trunking System, Houston, Texas - Scanner Frequencies

Perhaps it is the name in the DB that is throwing you off. I am not sure that is the best name but I am also not sure what the city folks are actually calling it.

Yes, this true. Initially the system went online as a separate system but then in May it was split up between the current TxWARN P25 system and the Houston Public Works system. It is my understanding that new public safety agencies (to P25) will initially start on the Public Works system but will migrate to TxWARN P25 after their initial roll outs.

We move to the interim system on tuesday. Which will be the public works system. It will be a 800 MHz system with a UHF back up in case there is any unforeseen issues. Once the switch is done the UHF channels will no longer be monitored.

Come december, the plan is to move the whole system over to 700MHz and be in full swing. We are also going from 7 towers to 48 towers throughout the city. I also learned the other day during a class that every channel with the exception of dispatch will be encrypted.

We already have all the radios at the stations and today between 1200 and 1600 the portable radios will be tested by contacting OEC. Channel will be DeltaAlpha 8 HFTAC6

I doubt that. I think you might have heard them referring to the MED channels, which, with the exception of MED 1, are encrypted. Any idea when HPD is going to start switching over to this system? I haven't seen any HPD-related TGIDs entered into the DB. Although the TGs are on there, have Hedwig and Spring Valley actually switched over?

I could be wrong about that but I doubt they would tell us that the med channels are encrypted as they currently are. Then again, none of us are very knowledgeable when it comes to these radios. I'll find out for sure though.

HPD is suppose to be moving along with us. The entire city is suppose to be in it's final phase in december. As for the Villages, I could not tell you when or if they have already switched.

Just got off the phone and was told it's a new feature where a phone call can be placed through the radio. Example would be if the chief needed to transmit secure info to someone on a landline he could do so and it would be encrypted. He also said there might certain fire tac channels that will be encrypted.

I'm a little confused about what will happen to the UHF channels. What I'm trying to ask is if they will remain as active patches for other agencies still using UHF radios. Here in Brazos County, for example, the old Brazos County Sheriff VHF Dispatch channel is still active (and used by DPS troopers when they want to contact the county) but patched to the TxWARN system. Dispatch doesn't directly monitor the channel, but it is there and is indirectly monitored through TxWARN.

If you are referring to the HFD UHF channels I am almost sure that before January they will be completely gone. I am unclear as to what HPD is doing; although, there has been plenty of training going on with the FD and the new radios, I have yet to hear anything in reference to the PD. In any case they all will be gone by January since they are not narrow band.

I am also a little confused about the Brazos Co. VHF, why would DPS use that instead of just calling on the TxWARN channels? Or do not all of the DPS units out of Bryan have TxWARN in the cars?

As far as I know, none of the DPS units use TxWARN. In fact, I have yet to hear a single peep out of their TxWARN channel. I suspect this is because most of the other areas they serve (primarily Burleson, Grimes, Robertson, Leon, and Madison counties) are still on VHF. And since DPS only contacts Brazos County SO every once in a very great while, I don't think it would make too much sense to do it. During the funeral escort for Constable Bachmann, SO coordinated with DPS on the SO Primary channel because that was the only way for them to communicate with each other.

As I understand, there will be a disappointingly large amount of encryption on the new Houston public safety talkgroups, which will increase further with the final cut-over of public safety to the TxWARN 1A7 system. All 5 HPD simplex frequencies have been confirmed encrypted.

From what I have heard, all HPD/HFD channels (with the exception of HFD A1 Dispatch and MED-1) will be ENC. Exactly why, I don't really know.

So far it looks like not. Only A1 and A6 are linked back to UHF right now, and during a mutual aid incident no patch was put up for a UHF-using agency.
