Complying with the narrow band mandate does not necessitate switching frequencies; I know that's what the article says but that's just common newspaper/administrator speak.

The article didn't give me the impression that they were planning on anything more than upgrading their radios and repeater to comply with the narrow band mandate. Just a guess, but if they were to expand Springfield's radio system for county wide coverage and buy enough radios for the Sheriff's office, I don't think $800,000 would be enough.
