Clark County Rebanding

I am in Portland and I haven't monitored Clark co. for several years. Today, while checking the 851-854 freqs. I found 851.1875 & 852.2125 with police traffic. At one point there was a CW ID of WPKU955. That license is for a Clark County site on Marble Creek Peak in Cowlitz county.
As I recall, from monitoring them several years ago, there were at least 2 simplex freqs. repeating some of the Sheriff's freqs. They were 866.1875 & 867.2125.
I monitored all 4 freqs. for a couple of hours today and the 866 & 867 freqs. were silent, while the 851 & 852 freqs. were active, leading me to believe at least those 2 freqs. have been rebanded.

After more listening and looking at the FCC database, I have found 30 or more new freqs. in the 851-854 range, but I've heard only 9 of them actually on the air. There's probably not much point in putting any of them into the RR database yet, is there?

Per: the Webmaster here he does not want anything added here that is not active yet, The Db Admins have a page where we can stage this kind of stuff until it becomes active, but we where asked not to so any more as some items have been in that queue for sometime now. and its more for building a page that we can not setup in one shot.
