CLEMARS 1 voice inversion usage?

OK, well, I was going to post about Cal Expo PD using voice inversion. However, I just realized the frequency I'm asking about is Clemars 1. Sounds like someone is using voice inversion (or something else) that turns human voices into gobbeldy gook. Anyways, anybody know who in the Sac area is doing this? Just curious.

I'm just starting to learn what's what out there, but isn't CLEMARS a mutual aid channel?

Voice inversion on a M/A channel is not a normal thing...

CLEMARS and Calcord are definitely M/A / Interop. I haven't heard any voice inversion on Calcord (in fact I hear almost no traffic on it here), but I'll have to listen to it a little better. Could be some State DOJ guys or something, although they have their own channels.

I did hear one narc guy here in Sac referring to some out of area guys using a Cal-MMET channel (major methamphetamine enforcement). No idea what that is, but could just be a M/A with encryption/voice inversion.

This is being used by some agency (probably other than DOJ-they use 154.680) for narcotics surveillance. They also utilize a helicopter.

My guess is SSD, but not really sure. You can hear just a bit of the "unscrambled" transmissions on that freq I told you about, Bill - 132.125 AM. Every once in awhile, these transmissions are NOT scrambled. In fact, I have this programmed in my scanner and heard for the last 2 weeks unscrambled drug surveilance (i don't know how to spell) on CLEMARS. It seems to be centralized over Sac, but I have heard them as far away as Willows to Stockton.

I have heard the same traffic over here on CLEMARS although not on on CALCORD. From the unscrambled traffic I've heard, it is state DOJ agents working with what sounds like DEA agents on a drug case with a lot of code-5 activity including following vehicles with a helicopter. This has been going on for about a week. I don't know what they are using for encryption but it's not the same system as the encryption system used by our department since I still get them scrambled even in the scramble mode on our radios.

Yes, it is probably the DOJ-BNE guys. In Contra Costa Co., whenever they get interference from 154.680 they switch to CLEMARS (VHF) or CALCORD. I have a DOJ-BNE channel list at home. I will post it after I get home from work.

Been hearing it on-and-off on CLEMARS for the last couple months in Yolo also. In the past, I've heard various surveillance on CLEMARS in the clear by BNE or whomever, so I suspect they finally got smart (or got new radios) and started scrambling.

I'm surprised if they are using CALCORD - that's supposed to be the "California On Scene Coordination Channel", for interagency communications at the scene of an incident, not for wandering around the countryside following some nitwit. Most agencies around here use it for air-to-ground for medical helicopters.
