Clovis & Curry County Question

I spent a night in Clovis last week and while I monitored all the frequencies listed in RR and the FCC database for Clovis and Curry County, all I ever heard was the fire/ems repeater and the jail simplex frequency. No traffic on any of the other listed frequecies. Any ideas on what the PD and SO are using for dispatch, or are they totally MDT based?
