"Code 3" usually means that the unit is going lights and sirens.

Code 3- Lights and sirens
Code 2- Lights no sirens, or simply an expedited response (they go a little faster)
Code 1- A normal response (normal speed, no light no sirens).

It may depend on the context though.

Waco 10-Codes

Waco uses Standard and Expanded APCO 10-Codes, I don't even believe they have Modified any of them either. Check Google for APCO Expanded 10-Codes. Keep in mind, the State of Texas and Many Public Safety Agencies are moving to "Plain English" as mandated by the US Federal Government.

LLV, Woodway, Hewitt, West, Waco, MCSO, LCSO, BCSO, McGreggor, Belmead and who ever else pretty much use the same 10-codes since most share Inter-operability channels with each other.

No, when Waco fire go Code-3 it means the Standard Code-3 response - Lights and Sirens! Waco has NO Code-2 its either Code-1 (Normal response) or Code-3 Silent (Lights no Siren) or Code-3 (MOVE OUT OF THE WAY!)
