I am in the process of programing all 95 and 35 independent cities in VA plus other services, Aviation, Federal, Military, etc. Because of the huge volume of data in part I am using a programing matrix that segregates appropriate non-trunked county files as a grouping of 10 maximum within each appropriate conventional system file. Each system level file has its unique quick key. Each group file has its unique quick key. When I assign "0-9" to each of the group level files and do a file transfer to the 996XT, the 996XT does not recognize the file as valid although I hear a beep signifying a good file transfer. Subsequent manual attempts at entering the system quick key are not recognized by the scanner although I hear a beep signifying a good select/deselect. Prior to the file transfer no system or group level quick key was deselected or conventional system or group level file locked out.
Only when I reprogramed at least ONE group level file to "None" does the 996XT recognize and scan the conventional file correctly to include correct selection/deselection of 9 of 10 group level quick keys. The file programed "None" obviously cannot be selected/deselected. It stays selected in a scan. I want to be able to select/deselect 10 of 10 not 9 of 10 group level quick keys.
I have used Butel Basic software for about 4 years without any problems.
I did the same tests on two of my relatively new 996XTs and obtained the same results.
I am hoping it is something I am doing wrong but if so I cannot identify it.

Your explanation is exactly what I expected to happen but it did not.
When I assigned individual group level quick keys to the 10 entities and
did a file transfer the 996XT did NOT recognize, i.e., select "Federal"
when ".46" is pressed. This is my second new 996XT and for testing I
have only "Federal" programed. When powered on "Nothing to
Scan"displayed. The 996XT defaults to the select mode at power on and
should have started scanning "Federal". It did not. Subsequently when
I pressed ".46" to select "Federal" I heard the confirmation beep but
the scanner would not select "Federal". Nothing happened. However when
I reprogramed all group level quick keys to "None" and did a file
transfer, the 996XT scanned "Federal" correctly. I was able to
select/deselect using ".46". At power on the 996XT corrected selected
"Federal" and the 10 group level entities scanned globally. That is not
what I want. I want to be able to select/deselect each of the 10 group
level entities using individual assigned group level quick keys. My
configuration file is fine and all of my group level entities contained
valid data. I cannot find anything I was doing wrong.
What I mean by the 996XT would not recognize the system quick key is

able to select individual group level quick key entities "0-8" with "9"
being previously programed to "None" meaning I could not select or
deselect "9". It was "fixed"; the same condition as being "selected".
PLAN D: Did the same tests on my other 996XT with the same results.
Conclusion: With a conventional system only a maximum of 9 not 10 group
level entities can be selected using individual group level quick keys
AND ONE of the 10 group level entities MUST be programed to "NONE".
Can somebody explain to me why this is happening as that is not my
understanding as to how the 996XT should work? Both of my scanners are
operating fine. My test situation easily can be duplicated. Create a
conventional file with a unique system quick key and 10 valid group
level entries minimally with one valid entry per group. Assign each
group an individual key 0-9. Do a file transfer and see if the 996XT
will accept it as a valid system file that can be selected/deselected
and if each of the 10 individual group level files can be individually
be selected/deselected.
If I am doing anything wrong somebody please tell me what it is.
I will post this email situation/response on RR. Tnx for responding.
