Is Cook County Sheriff and ISP on StarCom21? I programmed them in using Sentinel and have not heard anything in days. Also I programmed in the only listing for Chicago PD I could find and all I hear (barely) is "Citywide Broadcast"

Cook County Sheriff is on Starcom21 but is encrypted.
ISP is on Starcom21 and not encrypted.
For Chicago PD, you will only hear the Citywide UHF channels. The dispatch channels (zone channels) are P25 Encrypted.

If you're in Cook County, you'll want to listen to Sites 102 (South) or 149 (North) to hear ISP and others. The 500-series Sites are Cook County Sheriff's and almost entirely encrypted.
