So I'm seeing the agency on my BCD325P2 screen, but no audio. I'm using Pro scan. What might I be doing wrong? It's Cookeville in Putnam County TN.

So are you listening to their talkgroup on TACN (50751) or the patched DMR conventional channel? If the latter, does your scanner have the paid DMR upgrade?

I did get DMR upgrade. I have a TYT portable radio and can't hear Cookeville Police on DMR anymore, so they've obviously switched to something else.

I searched the Tennessee forum & found this post reporting Cookeville PD has gone fully encrypted. If you or @motohead10 have confirmed this then a DB update should be submitted to get TGID 50751's mode changed to "TE" to indicate full encryption & to prevent future confusion. Assuming the conventional DMR patch is no longer in use that should be marked for deprecation as well

Cookeville is not currently Encrypted the live broadcastify feed still online as well

So Putnam Sheriff will encrypt depending on the nature of the call, but I still hear a gurgling sound (encryption sound) on my TYT radio (DMR). Even if Cookeville police is encrypted, wouldn't it transmit that same sound?

No the TACN Radio Encryption is Different from Basic DMR Encryption.

I did verify with a senior patrol officer employed with Cookeville Police that they are indeed P25 encrypted.

So i checked the broadcastify livestream and I did hear Putnam Sheriff, but not Cookeville Police. Might need to be updated.

Nope they are still on dmr. Mine still gets them

They are as long as you have the correct time slot, color code, and stuff it should work...

Follow the website and stuff. And make sure the talk groups and stuff are right

Slot 1. I have everything set as the database states. I was hearing them until about 4-5 months ago, then the channel just went quiet.
And as for the broadcastify feed, I listened to it a few weeks ago and it is actually Putnam Sheriff talking instead of CPD.
