Well I have been sitting here for a bit and it’s been silent the entire time I have my hot and my big antenna with a sdr and I have heard nothing but I’ll keep checking and let you know
Signals from low-power HT's inside a steel building are not going to travel very far.

Did you hear activity on this frequency previously? You seemed to indicate that you did in your first post. Otherwise, you could try listening from the Costco parking lot or somewhere nearby. If you still hear nothing after spending sometime camped on the channel, then maybe they moved over to spread-spectrum radios, as mentioned above by @Whiskey3JMC

Also make sure that you are right outside there otherwise you won't hear them they I think use frs or some other free radio to talk with each other so if you want to find. There fregency either use a scanner with a close copy or a fregency copy opinion that's how l found my is with my boafeng uv5rm plus that has fregency copying and wa next to sombody when they were transmitting and yesterday we parked outside the cosco and heard a lot we heard sombody needing a membership refund so that's was fun
