Yup! That is one monster flagpole. I'd love to see some ham put something like that up in an HOA as their stealth antenna.
I had a coworker that did that. He lived in a trailer park that was very tightly controlled. No visible antennas allowed.
He went to Harbor Freight and got one of their flag pole kits, including Chinese made US flag for good measure.
No HOA or Karen is going to complain about a US flag flying. That would be, well, un-American, and there's nothing they love more than touting their patriotism and love for freedom as they try to take away freedoms from others they don't agree with.
He fabricated an insulated base for it.
He installed a military surplus remote antenna tuner in a planter box at the base, plastic flowers for effect.
One night, he snuck some scrap wire out along the fence in multiple directions for a ground plane. Also grounded to the trailer frame.
He said it worked very well, and he often participated in a 80 meter AM net running quite a bit of power.
None of his neighbors knew. It was an amazing setup.
He also had a well disguised loop antenna on top of the trailer.
Pretty easy to do low profile HF in an HOA controlled community if you set your mind to it.
