Crowd control problems at Red Rocks

Tonight Red Rocks has a sold-out show, and it seems they are having lots (more than normal) of problems with "exterior" crowd control, namely because a transformer or panel feeding a huge bank of lights in multiple parking lots is down. As a result, more people are emboldened to sneak around restricted areas of the Park. (Excel radio traffic indicates they suspect someone at Red Rocks may have cut a slew of cables while digging a trench, they have at an unknown multi-hour ETA for repairs)

At the moment DPD units are handling an out-of-control crowd at the Early Bird Parking Lot . (Primary Comms are on City Services EDACS 1331, DPD Units at Red Rocks have no contact with police dispatchers, all calls for transport of arrestees' are handled by Jeffco via landline requests).

Officers are reporting that parties' are supposedly ASKING to be maced and are generally attempting to cajole police into taking adverse against them. Apparently DPD units will be deploying fog soon to disburse the crowd.

Excel advises they lost an underground feed and a crew will not be available to dig tonight, they have to wait until Tomorrow Morning or possibly Monday Morning. The Lighting in the Lower North and Upper South lots will be down all night.

Now I'm hearing reports that a West Metro Medic was assaulted En-Route to St. A's on the bus, and WMFR is calling Jeffco to make a formal report. They didn't explicitly say it was related to Red Rocks, but it seems highly likely...

Why would they have no dispatch coverage? They're sitting under Mt Morrison.

It has nothing to do with Radio Coverage issues. Based on scanning City Services EDACS, MARC and DTRS I have determined the following (and yes, this is VERY convoluted and confusing):

*All Medical Calls at Red Rocks are handled by WMFR on WMFR Tac-8, as mentioned in previous RR posts. WMFR has numerous medics assigned to Red Rocks events who communicate with Red Rocks Base on City Services EDACS TG 1331.

*Red Rocks uses approximately 10-15 off-duty DPD officers to handle all events. DPD officers ONLY use City Services EDACS radios, and they primarily talk on City Services TG 1331. They do not log-in with any dispatcher, they do not use any call signs, and they do not stay in radio contact with any dispatch center.

*DPD has some type of "booking area" with one or more holding cells somewhere within the Red Rocks complex. When DPD makes an arrest, they contact Jeffco Dispatch through land line and have them send a Jeffco Deputy for transport. Then, on Jeffco LE Dispatch they dispatch an "agency assist" and a Jeffco Deputy transports the arrestee from the DPD Red Rocks holding cell to the Jeffco Jail or Juvenile Detention facility. Notably, the Jeffco Deputy always obtains an "agency-assist" case number for the call, even though the party gets transported to the Jeffco Jail and presumably processed through the Jeffco Court System.

*As best I can tell, Jeffco never sends Deputies to Red Rocks for traffic control or event security, they only dispatch units for transport of arrested parties or auto accidents. As noted earlier, DPD does not communicate with Jeffco Dispatch on any DTRS radio channel for any reason, nor Denver Dispatch on Denver PS EDACS.

*Park Rangers assigned to Red Rocks normally communicate on Jeffco Open Space TG 1451, which is monitored by Jeffco Dispatch. However, a few hours before each Red Rocks concert rangers working Red Rocks notify Jeffco they are switching radios, and they stop using DTRS radios for the duration of the concert. Then they switch to Denver PS EDACS radios, TG 701. They also use City Services EDACS radios to communicate with Red Rocks Base on the Red Rocks Command (base) channel, TG 1330. Approximately 4 park rangers work Red Rocks shows until approx. 11:00 PM, when they go out of service.

*Park Rangers do not normally handle DK parties/ejections, fights, DV's, etc; all such calls are handled by DPD. Park Rangers mostly patrol the perimeter of the Park itself and keep people off the Rocks and out of restricted areas.
