I am a little confused as well. Was CSEPP trying to communicate with the State or a particular hospital, or ??. Were they using conventional freqs or on the UCAN system? Or is all this not our concern? Or am I missing the point all together?

Probably my haste in typing... State is the EComms at the 'State'. They have a role in tracking the CSEPP events -- and were cut off. Hospitals were only passing msgs. between themselves.

Why care? Dunno???? Just that the Hospital link, I belive on UCAN, failed after 5 minutes. Backup VHF was established with the State 2 hours later. From a practical standpoint, Utah probably got marginal marks on FEMA's review -- just like last year, but for different reasons this time....

(Just one man's opinion, but it seems to me that UT needs a significant 'real' disaster to get training up-to-par. We're too complacent on all levels -- Just look at the training that goes into the gulf states for a comparison)

Also related to CSEPP, did you all know that the military has moved ALL of their bomb techs overseas, and there is not a single, trained military tech in Utah?

That's really not true at all. The EOD techs that are employed by the major law enforcement agencies in Salt Lake get their training at the same facility as military EOD techs. That facility is the only place where you can obtain your certification, and it's done alongside the military folks.

True, the training facility, which is a two year program, is the same. However, as I said, all military certified techs have been shipped overseas. There are only the State techs, assigned to 8 regions in the state.... I think I am correct, having been briefed this Thursday by the head of the Bomb Squad for Utah...

Those teams aren't assigned to a state region etc, they're all local agencies. They do respond outside their area if requested however.

I don't doubt what you were told, I just don't believe it's entirely accurate.

Given that HAFB has the 775th CES, the 419th FW CES and the operations within the 388th, I find it hard to believe that all the EOD techs of those 3 different wings are deployed right now, leaving the base without anyone to handle hung ordinance (They just did a major live fire drill almost all of August with other squadrons, and had their inspection in the last month as well)

Perhaps our differences have to do with definitions.... EOD is NOT the same as a BST.... There are only 35 licensed techs in the state. They are NOT managed by Sheriffs, fire, airport, etc. Just isn't so.... However, they are assigned to those groups for their OTHER duties -- BST, being a 'part-time' job.
State controls all 35, and the 8 Regions are rotated through duty... That's all I am willing to say on this subject...

We obviously are operating on different information, and with different perspectives.

One question, are you really trying to say that the full time bomb squads at SLCPD and SL Airport Police don't count?

So, here's where your statements and mine come together.

The state of Utah has a bomb task force (much like JCAT, Metro Gangs etc)

That bomb task force covers the entire state, however, it's made up of bomb squads from various agencies. Those agencies include SLCPD (Which also entails SLC Airport Police), Unified etc.

They cover the entire state, however, they are employed by those departments, not by the state of Utah...the state doesn't loan them the bomb techs, the departments employ them full time, and allow them to respond throughout the state.

I do agree that we need a real disaster to wake us up and get us out of complaicency. Down here in carbon county we feel too protected. and i dont think many people think anything will ever happen here.
