The title says it all. Chula Vista has gone the big E.

Where is this information coming from? They switched all units to Tac 2 in the AM "while we reprogram all radios", and at that time, a couple of radios were encrypted. Listening now, still on Tac 2, still a few units encrypted, but dispatcher and most units in the clear. Disp 2 was ENC patch this AM, and still seems to be, only coming up ENC when Tac 2 has traffic.

They were simulcasting Dispatch 2 (encrypted) with Tac 2 (unencrypted) as radios were being transitioned over. Now it's Dispatch 2 (encrypted) with Tac 3 (encrypted).

Looks like this is the end of the line for monitoring Chula Vista PD. Was nice while it lasted. :(

My contact as CVPD said they have not been told anything about going encrypted, just that their radios were being reflashed. Don't forget RCS has to touch all the radios at some time again to remove the old RCS systen programming from everything. Not sure why they would switch channels for that though.

Just spoke in person to the CVPD watch commander. Due to DOJ mandate, CVPD is switching to full time encryption on ALL talkgroups, at ALL times. From what he told me, ALL law enforcement agencies must go full time encrpytion per this new California DOJ mandate. Welcome to the OCII

I asked on the OC Encryption post if anyone can reference the specific mandate all these agencies are pointing to when encrypting.

A stringer I know told me National City cited the same "mandate" when telling him they are also in the process of encrypting their comms as well.

I thought CLETS was a computer system, not voice? It would make sense to encrypt MDT data because it accesses this system.

Whatever mandate they are referring to, it's obviously the perfect excuse to go 100% encrypted on a whim. I had a feeling, once one agency went E, the rest would follow.

Your contact may not be the most knowledgeable source for radio information.
I got this information off my radio console.

A fellow media agency informed me today, that they were told by National City and La Mesa, that those agencies will begin encrypting this coming Monday. No word from El Cajon, but they went 100% encrypted for a month during the riots, so it's will be no suprise for them to flip their switch in the next week or two as well. No info for Carlsbad or Oceanside at this time, or Sheriffs.

The CLETS mandate is officially being discussed as the reason for the encryption. Unfortunately, news media is not a subscriber to CLETS, so we are being excluded from listening to any radio communications without a specific CA DOJ approval/exemption. :cry:

This feels like HIPAA for cops.

Should this be changed to a SD County Encryption thread, since that is basically what is happening here?

CVPD encryption seems to be completed. They are back on Dispatch 1, all traffic encrypted, no patches, encrypted or not, have been received.

What a shame. Almost all these agencies have Inquiry channels or Dispatch 2 channels. Easily could have left Disp 1 in clear and encrypt those channels. But like you said, it’s like HIPAA. They found a legitimate reason to finally just encrypt everything. My agency, for example, will be leaving dispatch open but using our already encrypted channel 2 for CLETS inquiries. Our neighbor city already does that too.

Coulda shoulda woulda, this CLETS thing is the perfect "excuse" to flip the switch FOREVER. It was already a given that eventually we would loose them to PTT over IP solutions or net based encoding methods.

I am at a CVPD/NCPD carjacking stabbing pursuit crash...only heard it because it came out on LE S Command, the chase passed in front of my dashcam at 100MPH and I didnt even know it was coming...safety obvious a real concern for me.

NCPD officer on scene here told me that they are scheduled to be fully encrypted by January 1st. :cry:

Hate to say it but I knew it was coming - just not quite this soon. Given how dark our neighboring counties are, especially OC, it seemed inevitable. But I was thinking we had at least a few more years. Now I am thinking that this coming year will be our last to hear any major LE traffic in the clear. I can only hope there are no plans to encrypt fire traffic too as OC does.

This time next year, I am thinking now, doubt I will be able to receive in the clear LE traffic on a routine basis. We'll see.
