Data traffic on 453.6125 in NW Ingham county

I am hearing frequent FSK-type traffic on 453.6125 MHz in eastern East Lansing inside my apartment. My desktop scanner picks it up as a super strong signal, and my HTs can hear it pretty well too. This is the only license in the area, expired 2 years ago, and is only licensed for voice communications. ULS License - Public Safety Pool, Conventional License - WPXG961 - SOUTHERN CLINTON COUNTY MUNICIPAL UTIL AUTHORITY
Is there anybody in the area on these forums who could help me out? I might try and get a good recording of it later this week to post in this thread. I am very curious what this is. Sounds a lot like those federal signal weather siren control over FM systems.

The Brooklyn one is also only listed for voice communications. Interestingly the ERPs are exactly the same as the expired Clinton County license. So my speculation is they’re both improperly licensed data systems and probably use the same hardware. I will have to do some driving around and see where else I can hear it, since that seems a bit far to be hearing indoors at 12 watts ERP. I am about directly south of the midpoint of the 2 fixed Clinton County transmitters on the expired license. There’s a lot of municipalities around here with completely decommissioned systems and active licenses or active systems with expired licenses.

looking at the other licenses, all appear to also be Telem, except for WQAN394 and WQRV872
