Daviess County Officials Hear Options to Replace Communication System

They tried fixing the problems by installing 2 or 3 repeaters in different areas through out the county, and it did not work at all. Someone also thought that passing a APX vhf portable around to test out would fix it since the current HT750/1250 series portables are outdated and not available anymore.. would fix it. Nope, Its not the radio with the problem. There was talk of joining the city p25 800 system, the inrastructure is already there, just add law enforcement, all the county fire departments, ems to the system. I have had a city p25 mobile and portable radio in the county. It flashed OUT OF RANGE for the half day i had it out there. So even if we keep this VHF system band-aided, join the exsiting city p25 800 system or start up a new p25 700 system. Repeters or transmitter sites will have to placed county-wide to pick up the dead zones regaurdless of VHF/700/800.

I'm old enough to have worked in the field when police, fire and EMS people knew where the significant "dead zones" were and simply dealt with it. And there were 2 portables for the whole department, one for the Chief and one at the PD for whoever could come up with an excuse to use it. It is remarkable how much times have changed.

And it's decided - a 700/800 Mhz P25 system

I haven't read much on it but I am assuming they are going to try to get all agencies on it or maybe latch the city system over to it.

I thought it was funny that they keep jumping to the conclusion that with the county getting a 700/800 MHz system. "We will be able to communicate with state police. This will be huge."
They obviously don't know either of the systems very well..

They obviously don't know either of the systems very well..

During a TV news interview awhile back the Henderson County Sheriff said that KSP was encrypted. My head still hurts from the face palm that it caused :ROFLMAO:

I dont see a reason to go Phase 1, if anything I feel they should go Phase 2 and its reversible to interop with phase 1. It's harder to get Phase 1 on 2 rather than the other way around

Theres nothing wrong with phase 2.
with the right set up it can sound better then phase 1.

Most of us in this area still have Phase 1 capable scanners as there has been no reason to invest in a Phase 2 scanner. It would be nice to not have to. Of course that doesn't matter to the powers that be but just saying.

Just a little update.

The Daviess county fiscal court has posted an RFP. The deadline is June, 29th 2020. I have not personally read it all yet, but here it is some general requirements. Find it here

Also to note as it is in the RPF they are requesting AES Capable dispatch consoles, however it mentions that AES capable radios should be an extra option and not a requirement.

The requested P25 Radio System will replace various conventional radio systems operating in the VHF
band as described in §1.3. The anticipated system will support APCO Project 25 (“P25”) Phase 1 and
Phase 2 trunking technology and shall be compliant with relevant TIA standards for P25 systems.

Per the coverage and operational needs of the users, available site locations and likely available FCC
spectrum, the following general system configuration is anticipated:
• Protocol: APCO P25 Phase 1 and Phase 2 Trunked
• Frequency Band: 700 MHz or 800 MHz
• Multisite Configuration: Simulcast
• Site Count: Four (4)
• P25 Channels: Six (6)
• P25 User Count: Licensing for a minimum of 1500 users
• Console System: Utilization of existing console system or optional integrated console system
for 4 positions
• Microwave Backhaul System
• Digital Logging Recorder: Optional digital logging recorder
• User Equipment:
o Mobiles: 183
o Portables: 325
o P25 Pagers: 259

The system delivered shall be compliant with relevant TIA P25 trunking standards and utilize defined
P25 modulations for Phase 1 FDMA mode and Phase 2 TDMA mode. The County may elect to operate
the system, portions of the system, or defined talkgroups in either Phase 1 or Phase 2 modes as they
see fit. Phase 2 talkgroups shall be capable of Phase 1 operations when authorized Phase 1 user
equipment is affiliated with the talkgroup.

Now the user equipment, is that figured in the cost of the system and will come with the system?
