The official feeds that I looked at just now are not using department radios but are using regular scanners. They are using ScannerCast, ProScan, & RadioFeed to stream and the text tags are generated by the scanner. I can tell by looking at the audio signatures.
I don't know much about SDR but if a regular scanner can be used for official feeds then why not a SDR to monitor the system? They are both radios. I'm not talking about circumventing encrypted audio.
