Deleware Water Gap Frequency heard

As I was going through the toll plaza this weekend at the Deleware Water Gap into PA, I close-called a transmission in the 164 MHz band that was either encrypted or P25. I want to say the frequency was 164.775, but that may be incorrect. I didn't have a chance to write it down. I looked through both the NJ and PA records in the RR database and see no listing for Deleware water Gap NJ/PA border Operations. Does anyone have a listing of these frequencies? And are they all encrypted or in P25 mode?

Most NPS frequencies are now P25.

NPS - Delaware Water Gap National Recreation Area operates on:

168.475 (P25 & Enc.) - North Repeater
170.050 (P25 & Enc.) - South Repeater

Not exactly sure what 164.775 may be but 164.575 (P25) is Upper Delaware River National Park, 164.725 (P25) is Gettysburg National Military Park and 165.4375 (P25) is the Valley Forge National Historic Park.

Do you hear the Water Gap folks use encryption much? I am up in the Northampton (PA) and Warren (NJ) county areas at least once a week and I only ever hear them working in the clear.
