I have a friend that spends his winter in Delray Beach Area. Last year I programmed a GRE PSR600 for him before he left Michigan.

This is the second season that he claims he is picking up nothing. Since I’ve never been there I can only go by the database here.

Al is 86 years old and great fire buff and sharp as a tech (except programming a scanner). I’m looking to find out if any one in the area would be will to assist this great guy. Please connect with me in possible and I can get you guys together. ]

Thank You

Delray Beach police are encrypted and therefore can not be monitored.

Delray Beach fire is now on the Palm Beach County system, so you gotta listen to everything in the whole county now and pick out which stations interest you. More's the pity.

So there's no longer any point in programming the Delray Beach trunked system. I took it out of my scanner when they made the switch a few years back.

My recollection is that the PBC FR has completely switched over to Phase II and the Database may need to be updated to reflect that.
If the PSR600 is unable to decode Phase II, your friend may be out of luck and thus the reason why he can not receive FR. However, there are some Local Govt services still utilizing Phase I which he should be able to monitor.

All of PBC Sheriff is (P2) with the exception of the Sheriff's Support Services Group which is not encrypted and P1. Fire/Rescue is P2 with the exception of FR calls to PBC Hospitals (P1). However, there are many other P1 TGs such as Facilities Management, Palm Transit, Park Rangers, PBIA (non Sheriff), and others. (Source Unitrunker).

Over the past few years I am receiving less and less radio traffic in the Delray Beach area using my Homepatrol2. All of the area police departments including Delray Beach, Boynton Beach, Boca Raton, Florida State Patrol as well as Palm Beach County Sheriffs Department are all encrypted. I pick up radio traffic of the Boynton Beach and Boca Raton FDs. and Delray Beach Life Guards. I am uncertain why I no longer receive a strong signal from the dispatch channel of the Palm Beach County Fire and Rescue. Two years ago it came in loud and clear. If I use my Homepatrol 2 while up in West Palm Beach I receive the signal loud and clear. I have approached fire and rescue personnel from around the county to explain why I can't receive their radio signal while located on the 4th floor of a condo unit looking over the ocean in Delray Beach.
They are unable to answer that question. Its almost like they have reduced their transmission power from the repeater. I now listen to PBC fire and rescue on my cell phone app. The purchase of the latest available scanner technology will not solve this problem.

Delray Beach is now on the Palm Beach co radio system. They are stations 111, 112,113,114, and 115. Calls are dispatched on 6a and then the switched to Tac 4a for the southern part of PBC. When there is a working fire or big event then 7a is the fireground channel.

I reside in a 4th floor condominum in Delray Beach. My Homepatrol2 is programmed to receive PBC Fire and rescue dispatch on ch 6a. I am unable to receive the transmissions at my location. When I travel up to West Palm Beach the radio traffic on my scanner is loud and clear.

Oh wow. I am in the WPB/Lake Worth area and receive fine with my sds100. I am retired WPB so very familiar but like your friends I don't know. There are repeaters all over the county however we have always had issues in big buildings even with the FD radios. When I drive south I will take it with me and see what happens. It might be a few days.

The HomePatrol 2, while technically capable of receiving Phase 2 signaling, performs poorly when receiving Phase 2 simulcast systems. New radios specifically designed to receive P25 simulcast system work much better, like the SDS100 mentioned above. Looking at the FCC data, there is a 70W multicast site in Delray Beach - not sure if that's the site you have programmed, but the Countywide simulcast ste might be more difficult to receive. Might be worth a trip for someone with an SDS100 to check out the area and report back.

I've read that all these channels are encrypted now; not accessible. Is this true for all Palm Beach County emergency frequencies?

With the exception of Palm Springs PD, all LE is encrypted on the Palm Beach County TRS.

Those that are on North Comm (Atlantis, Palm Beach PD&FD, Palm Beach Gardens, Jupiter, North Palm, Tequesta, Jupiter, and Juno) are OpenSky and not monitorable.

City of West Palm PD is not encrypted.

Fire has been explained by others already.
