Except for military, most are leases. Some agencies residing in tall buildings may put up stuff on there but those are either base stations or used for reception enhancement of some sort.

Well the field units are mostly in the clear and Dispatch seems to be encrypted. I see double blinks when they transmit on the Xts5000
