I see no discussion here on the PA forum about changes for Lackawanna County. Why not fill us in on where you are, what scanner(s) you're using, did you make any programming changes, etc so we can help you rule out possibilities as to why you're not hearing them?

Lackawanna county has no plans to go digital as of now. Recheck the frequencies and the Pl tones. I had that on my radio where the pl tone changed either by them or on my radio and did not hear anything until I corrected it.

They are not digital save for the county prison which is TRBO.
The 3 frequencies you reference are the 3 PD Zones PL is 82.5

Speaking of Lackawanna County.. the two frequencies in the database for the DA (VHF and UHF).. are these still used? They note "encryption used". Is that voice inversion or are these digital now?

Lackawanna is still all conventional systems with the exception of a few oddball channels. PD, Fire, and EMS are un encrypted. I'm using a BCT15X in Moosic.

The 2 DA channels, I personally haven't heard anything TX on them.

For what it's worth if anyone is interested, Duryea Pennsylvania PD still uses their conventional freq. to talk to county.

I haven't heard any traffic on those channels as of late.

This is the PD Talk around or Car 2 Car channel, they use the encrypted Zone D talk group which is on the County P25 System to talk to 911.
Are you saying you are hearing back and forth with Luzerne 911 on 159.15?

I just threw 159.15 in my scanner here, and its picking up PD traffic with a 82.5pl which lines up with Wayne County PD Dispatch. I think that is what you are hearing
