I was just up there. When it comes to Washington State Patrol, I monitor several systems so as to get traffic from where ever it may come from. Those include WA SP's own system, IJWIN and the conventional frequencies. Of course I'll also monitor a system for the nearby county such as South Sound when in/near Pierce county.

I don't pay specific attention as to where I am hearing them from, but I was certainly hearing WA SP for Thurston county. I am mobile and the main scanner used for this is SDS-100.

The 154.92 is multicast from the 700 system. It's still functioning fine in Thurston county

Thank you. This makes sense from what I was told. Youtube had a serious hand in helping me program the digital scanners. I noticed that some chatter is coming through this morning. I will give your suggestion a try and see if that helps. Now I just have to figure out what the programming software is and how to use it. :)
For what its worth, I am still hearing, as of this morning, loud and clear Olympia and Tacoma WSP on their "old" VHF frequencies in Eatonville, Pierce Co. I am monitoring using an older digital BK portable radio (DPH 5102X)
