DmrDecode_68.jar (problem)

I have downloaded the dmrdecode _68.jar file but when I double click on the file to run the program a box come up and says (this file does not have a program associated with it for preforming this action. Please install a program or if one already installed create an association in the default programs control)

I am running Windows 7 Home , I have downloaded the Java program onto my computer so I can run this .jar but still the program will not open.

I'm running windows 7 and I don't know how to associate .jar with Java, I tried and I can not figure out how.

Thanks for the help and information, it's been so long since I had to do this I had forgot how.
