2008 DEMOCRATIC NATIONAL CONVENTION
August 25–28, 2008

The DEMOCRATIC NATIONAL CONVENTION (DNC) will be held in Denver, CO from August 25 to August 28, 2008. Before and during the DNC, a number of leaders will arrive in the area for the DNC. Because the event has been designated a National Special Security Event, the United States Secret Service is the lead agency in charge of security design, planning and implementation.

Pursuant to 49 USC 40103(B), The Federal Aviation Administration (FAA) classifies the airspace defined in these NOTAMs as "National Defense Airspace". Any person who knowingly or willfully violates the rules concerning operations in this airspace may be subject to certain criminal penalties under 49 USC 46307. Pilots who do not adhere to the following procedures may be intercepted, detained and interviewed by Law Enforcement/USSS/Security Personnel.

Be advised that noncompliance with the published NOTAM may result in the use of force.

To ensure the airspace is secure during this event, airspace restrictions will be in place around Denver. The restrictions are designed to provide a safe and secure environment for the DNC, but also ensure fair and equitable access to all airspace users, to the greatest extent possible. The restrictions will allow commercial flight operations to continue and are designed to minimize the impact on private pilots.

The NOTAMs described in this advisory may change with little or no notice. Pilots are advised to check NOTAMs frequently for possible changes prior to operations in the area. Pilots are strongly advised to contact a Flight Service Station at 1-800-WX-BRIEF (1-800-992-7433) prior to flight to check for all current NOTAMs.

Detailed instructions and procedures will be contained in NOTAM when published.




DNC Temporary Flight Restrictions

TheTemporary Flight Restriction (TFR) areas are part of the DNC airspace security measures with special sets of restrictions as follows:
· The Denver DNC 2 NMR Flight Restricted Zoneis locatedwithin a2 NM Radius of394456N/1050024Wor the BJC137011.6
· The Denver DNC 10/30 NMR Flight Restricted Zonehas an inner and outer core of10/30 NMR of394456N/1050024Wor the BJC137011.6. There will be an exception for IFR aircraft landing and departing Centennial (APA). Those aircraft will be allowed to operate within the 10NM ring east and south of a line starting at 393705N/1045230W to 394107N/1045238W to 394105N/1044830W, up to and including 8000’ MSL.

All Denver DNC Flight TFRs include the airspace from surface up to but not including FL 180.

The following are in effect for all the Denver DNC TFRs:

· All emergency/life saving flight (medical/law enforcement/firefighting) operations must coordinate in advance with the USSS to avoid potential delays. Contact information will be published in the NOTAM.
· All helicopters/fixed wing aircraft operating within all TFR airspace must be on an active IFR or VFR Flight plan with a discrete code assigned by ATC. Aircraft must be squawking the discrete code prior to departure and at all times while in the TFR. In the event of a transponder failure, immediately advise ATC and request control instructions and comply with all instructions from ATC. If unable to contact ATC, pilots must exit the TFR by the most direct lateral route. Aircraft are NOT AUTHORIZED to over fly the inner core restricted airspace while attempting to exit.
· Two-way communications must be maintained with ATC at all times while airborne.
· Any person operating an aircraft outsidetherestricted airspace if aware of an inability to comply with the requirement to continuously transmit the ATC assigned Transponder code shall not enter the TFR airspace.
· Within the TFRs, flight training, practice instrument approaches, aerobatic flight, glider operations, parachute operations, ultralight, hang gliding, lighter than air operations, balloon operations, agriculture/crop dusting, animal population control flight operations, banner towing operations, utility line/pipeline inspection flights, part 101 operations, model aircraft operations, model rocketry, unmanned aerial systems, and commercial cargo carrier operations that fail to comply with their TSA approved security program ARE NOT AUTHORIZED.


Denver 2 NMR TFR Special Security Instructions (99.7): Access to the inner core will be permitted as follows:

· Law enforcement, military aircraft, emergency/life saving flight (medical/law enforcement/firefighting) in direct contact with ATC and are squawking an assigned beacon code.
· All emergency/life saving flight (medical/law enforcement/firefighting) operations must coordinate in advance with the USSS to avoid potential delays. Contact information will be published in the NOTAM.
· Waivers beginning with ELO, GOV and SPO.
· Other aircraft operations deemed appropriate by the United States Secret Service (USSS) will be permitted.
· Be advised that noncompliance with the published NOTAM may result in the use of force.

Denver 10/30 NMR Special Security Instructions TFR (99.7)

INNER CORE: WITHIN A 10 NMR Access to the FRZ (Flight Restricted Zone) will be permitted as follows:

· Law enforcement, military aircraft, emergency/life saving flight (medical/law enforcement/firefighting) in direct contact with ATC and are squawking an assigned beacon code.
· Regularly scheduled Commercial passenger and all-cargo carriers operating under one of the following TSA-approved standard security programs: Aircraft Operator Standard Security Program (AOSSP), Full-All Cargo Aircraft Operator Standard Security Program (FACAOSSP), Model Security Program (MSP), Twelve Five Standard Security Program (TFSSP) All Cargo Only, or All-Cargo International Security Procedure (ACISP) and are arriving into and/or departing from 49 CFR Part 1542 covered airports. Operators are advised that other programs may be added to the list of approved TSA security programs for entry into this TFR by the published NOTAM.
· Waivers beginning with ELO, GOV and SPO.
· Other aircraft operations deemed appropriate by the United States Secret Service (USSS) will be permitted.
· Be advised that noncompliance with the published NOTAM may result in the use of force.

OUTER RING: From 10 TO 30 NMR Access to the outer ring will be permitted as follows:

· All aircraft permitted to enter/exit the outer ring designated as theDenver DNC 10 NMR to 30 NMR FRZ shall be on an active IFR or VFR Flight plan with a discrete code assigned by ATC. Aircraft shall be squawking the discrete code at all times while in the TFR.
· Operations are limited to aircraft arriving or departing local airports, ATC may authorize transit operations with USSS approval. Aircraft may not loiter.
· No VFR General Aviation over flights will be authorized.
· The airspace east and south of a line from 393705N/1045230W to 394107N/1045238W to 394105N/1044830W up to and including 8000’ MSL is excluded for arrivals and departures only to/from Centennial Airport, CO (KAPA).
· Failure to comply with any of the published requirements may result in the use of force

It is recommended that all aircraft operators check NOTAMs frequently throughout this event for possible changes

So they would shoot someone down? Seems a little dangerous especially if they were flying over downtown Denver...
Certainly every attempt would be made to communicate with the offender and escort them away from the no fly zone. But remember, the secret service will be in charge of the security and as it looks would be considered a threat to national security and that is something they don't play around with!

Yep, channel 7's pilot violated the TFR and if I recall someone said something about that pilot's license could have been suspended for 90 days.

Sigh, I'd like to see a dollar amount spent on all of this for basically what amounts to a three-day party for our politicians. At least the prostitutes will have an upswing in business.

I know this is a little off topic but with all the encryption is an online feed of the DNC going to be possible? It sounds like it will be great to listen too, but with encryption I know that might not be possible.

Regarding the encryption, click this link. If and when Denver flips the ESK switch, something else (not sure what yet) will be streamed during the DNC.

Here are some AM frequencies that may be used for the temporary flight restriction around the DNC, which is code named PEPSI CAP.

121.500 - civilian guard
126.2 - which has been used by Hueys and UH-60's doing some comm checks and testing video feeds.
138.850 - air to air
138.950 - air to air
139.300 - air to air
142.600 - air to air
243.000 - military guard
271.000 - Combat Air Patrol (AWACS controller call sign BIGFOOT or DRAGNET directing fighter pilot to target)
282.600 - air to air
299.600 - Combat Air Patrol
349.2 - posted in another thread as being used

All the Denver center frequencies for the Denver area are listed here: http://www.radioreference.com/apps/db/?aid=2238. The pilots flying CAP usually coordinate with the responsible center on a UHF frequency.

Anyone have confirmed air refueling frequencies for Colorado?

First intercept I've heard so far just happened. Even went so far as to lock on to the target before making the intercept.

I didn't record it. I was mobile at the time with the 500. They had been watching two targets and at first made a comment that they both appeared to be aware of the 30 nm TFR based on their maneuvering. Then, I heard the F-16's ask for confirmation to intercept the target, followed rather quickly by a confirmation of radar lock. AWACS asked them to escort the target out of the TFR to the NW. It all went down on 271.0. I was scanning all the other A-A freqs also, but didn't hear any other activity.
Erik can correct me if I'm wrong, but "Bigfoot" is AWACS and "OMAHA" are F-16's
