Since everyone's got a little different "take" on the state's air assets, here's mine.
My understanding is that the Governor's executive order of about two years ago called for the state to reduce it's fleet of planes and helicopters by half.
SLED would take control of the helicopters. Forestry was to take control of the fixed wing assets.
My understanding is that DNR occasionally needs a helicopter with a special bucket for restocking fish in lakes, but, otherwise, doesn't use aircraft.
Forestry flies almost daily fixed wing missions to observe for forest fire situations. Some of these missions, though, involve contract personnel and aircraft.
Forestry has an agreement with the state National Guard for the latter agency to provide helicopters and fixed wing aircraft, as needed, for fire suppression.
Forestry also has mutual aid agreements with the federal government, as well as neighboring states, to share aircraft assets as needed.
