I am running DSD Plus and have the 700 mhz RISCON site (Rhode Island) monitoring. From what I remember, the state was supposed to move all RIPTA (state bus service) radio activity to this 700 mhz band to relieve congestion on the other sites. I remember hearing a transmission from a DPW from a nearby town on this 700 mhz system. It was North Providence DPW. Just heard them again about 20 seconds ago....I took screen shot of it. Look at picture. What am I seeing here. There is a lot of activity but hearing nothing except the No. Prov DPW. RISCON is a P25 simulcast trunked system. There are 5 zones in the state, NORTH, SOUTH, EAST, METRO and the 700 mhz site. Looking at the EVENT LOG picture I see some things coming through in RED so I dont know what that means. I just dont understand why theres so much activity but no transmissions. Maybe all 5 sites are somehow connected?

There are some radios being denied registration on the system. That's what you see in red. Likely not anything malicious but probably just radios that are roaming to that particular simulcast but are denied access because they really belong on one of the other simulcast sites - or radios that are misprogrammed or have purposefully been denied access.

The other questions you are asking are better asked in a RISCON thread somewhere since they have nothing to do with DSDPlus. DSDplus is showing you what is active on that simulcast site. If it's only North Providence DPW, then likely the transmissions you are looking for are on one or more of the other sites.

The second screenshot you posted just shows (mostly) the RID aliases others have received and uploaded (done automatically) to the DSD+ database being downloaded to your DSD+ folder, those are the entries that start with "Alias server returned..."

Fairly certain the 700 simulcast site has most TGs blocked. The North Providence DPW was there since it went live so perhaps they are a test user.
