I programmed the RISCON 700 mhz site a while back and have only heard 1 DPW transmission, way back last year and have not heard any more activity. The site is full scale but no activity. What is the purpose of this site?

Same here Bob. I programmed it in and I don't think I have seen any activity on that portion.
I just found some posts from last year on this and I guess we just wait and see when it gets populated. Supposedly this site was to be used to relieve congestion on the other sites during emergencies for entities like those "Statewide area/events", and those types of talk groups.
