Does anyone know what system or freqs that Duke Energy uses in Lafayette ? I assume it probably cannot be monitored, but thought I would ask.

Their P25 system will probably expand there soon enough. Until then, probably safe to assume they're still on the Motorola Harmony system.

Duke Energy uses a Harris P25 Phase II system with a TDMA control channel, it is 100% encrypted but does share RID aliases and GPS locations in most areas. This type of system can NOT be picked up by any scanner, however you can use a SDR dongle and software like DSD+FL (paid version), DSD FME and possibly one or two others. Check out the thread below for discussion, and I have attached a list of frequencies for your area.

I browsed for a few minutes, but no luck. Probably needs a closer look by someone more familiar with the area: RRDB | Indiana Scanner Frequencies and Radio Frequency Reference

Here is the FCC search page: License Search
For Duke Energy you need to look at Charlotte NC for licensee location, as that is where corporate licenses all the radio systems. You can also use the FCC Site search to find towers near you. I did a 40km radius from the Lafayette town system location to make up the list attached above.
