Thanks for the links. That page seems like the list of agencies using ECOMM Dispatch services (and not radio)
Their site lists all of the PD & FD (and BCAS). However, does not list other agencies like Transit Security and etc (ECOMM also has clear tgs that I've heard in the past which does not sound like system test talk groups).

West Vancouver Blue Buses were also supposed to get absorbed into the collective, but I haven't heard anything from them recently.
