Public Safety EDACS systems are wide band. LCN stands for Logical Channel Numbering. For EDACS systems, the frequencies must be entered in the correct order. For Spotsylvania you'll probably use site 010. Look at the frequencies and before each one you'll see a number in gray. That's the LCN, program in that order and the system will work properly. Also, you can not do Control Channel Only with EDACS systems, you must put in all of the frequencies.

Also note that first frequency programmed into the bank must start on channel 01, not 00 else the system will not function properly.

That doesn't apply to Uniden DMA scanners like the 396T. In fact, I think it's Radio Shack specific only since Uniden never used a channel 00 in the older scanners.

You are correct. The Radio Shack scanners are the only ones I know of with this quirky limitation.
